National Balance of Useful Energy: towards a better policy of Industrial Energy Efficiency

The European project "Energy Efficiency in Argentina" presented yesterday in Rosario aims at collecting statistical data on what, how and for what energy is consumed in Argentina in order to save costs in the industrial, residential and transport sectors.

The European project "Energy Efficiency in Argentina" presented yesterday in Rosario aims at collecting statistical data on what, how and for what energy is consumed in Argentina in order to save costs in the industrial, residential and transport sectors.With the participation of industry leaders, as well as officials and institutional authorities, the project 'National Balance of Useful Energy' was launched in Rosario. The objective was to show the scope of the project with a 4,309,100 million euros’ investment from the European Union.“The project will last for 3 years and it is divided into two stages. The first stage consists in designing the National Energy Efficiency Plan, for which 19 sector studies are being conducted. The National Balance of Useful Energy will afterwards be elaborated at industrial, residential and transport level. This initiative is very important as we already know how much we consume at national level but we do not know what type of energy is consumed, what it is consumed for and how it is consumed", explained Alfredo Caprile, Project Coordinator. On the other hand, José Luis Parrino, Undersecretary of Gas and Conventional Energy of Santa Fe, mentions that the aim of the project is to have full knowledge of the origin and use of the energy consumed by industry, as there is a lack of statistical data both at regional and national level.  Counting with that data will allow us to establish state policies that will help us improve the energy efficiency of our industry and SMEs”. HOW DO INDUSTRIES USE ENERGY?A questionnaire will be sent at industrial level to 5000 companies to see how they are using energy. The surveys will be carried out between May and November. The objective is to assess what is the energy consumption they have (electricity, gas or other fuels) and how it is being used: through boilers, engines, compressors, bombs. This will allow us to have a very general picture of how they use energy. ENERGY EFFICIENCY IN TRANSPORTATIONAn energy efficiency audit will be carried out in transport networks. "The idea is to organize trainings in ecodriving- driving in such a way as to generate savings,- and review the loading modes (truck, train or barge)," said Caprile.TOWARDS A NATIONAL ENERGY EFFICIENCY LAWLikewise, work is being done to set up a National Energy Efficiency Law to be sent to the Congress. “There is currently no law. We have to work on regulatory frameworks, such as cogeneration projects. The main issue is to set up a legal framework to encourage energy efficiency and have a state policy that promotes the ESCOs (Energy Services Companies). These are consultancy companies performing energy audits of the companies and evaluations of the changes they have to make in order to be more efficient", says the Project Coordinator. LEARNING NETWORKS FOR ENERGY MANAGEMENTThe second part of the strategic plan is the 'pilot project', which consists of Learning Networks. “This method originated in Switzerland and it is widely used in Germany. It consists in bringing together 10 or 12 companies and work jointly on a specific issue, in this case energy management, and support these companies to prepare for the ISO 50001 certification ', said Caprile. Five networks will be created in total: one in Santa Fe, another in Tucumán, another in Córdoba and a fourth in the industrial park of Pilar in Buenos Aires. “The process consists in organizing 4 or 5 workshops where companies are trained and they undergo an energy audit. At the end of the year a decision is taken regarding the changes they should to make in order to be more efficient”. SANTA FE RENEWABLEThe province of Santa Fe puts emphasis on the 'trainers of energy managers', professionals from across the province who become liaisons between companies and they promote energy production through alternative sources such as photovoltaics, biomass and wind.
